聲明｜司改會退出 GlobalGiving 國際募資平台官方

民間司法改革基金會（Judicial Reform Foundation）決定自2026年6月1日起，正式退出 GlobalGiving 國際募資平台。我們除已正式發信向該組織提出嚴正抗議，也將陸續向透過該平台支持本會的各界捐款人說明此一決定。

作為深耕台灣司法改革與人權倡議超過三十年的非政府組織，我們無法接受國際平台在外部不當壓力下，將「台灣（Taiwan）」更名降格。此一決定雖會對本會的國際募款與跨境合作帶來直接影響，但為了捍衛台灣公民社會的獨立性、主體性與尊嚴，這是我們必須堅持的底線。

我們期盼所有支持司改會的捐款人與夥伴，能理解本會的決議，並誠摯邀請您繼續透過其他管道與方式支持我們，共同守護民主、法治與人權價值的國際參與空間。

近期，台灣的民間團體都收到國際募款平台GlobalGiving的通知，表示將把平台網站上Taiwan標示更名為「Chinese Taipei」。今天，民間司改會與壯闊台灣、勵馨基金會、報導者、現代婦女基金會、One-forty、性平協、Rethink等台灣公民團體的夥伴，在與 GlobalGiving 的會議中，正式表達反對更名的立場。這不只是名稱調整，而是攸關台灣公民社會如何被國際辨識、是否能有尊嚴參與全球公共空間的重要問題。作為深耕台灣司法改革三十年的 NGO，司改會也將持續與區域人權夥伴站在一起，捍衛民主、法治與公民社會的國際參與空間。

English Statement

Thank you for giving us the opportunity to speak. I am Ming Ju from Judicial Reform Foundation.

Judicial Reform Foundation is Taiwan's oldest judicial advocacy NGO. For over 30 years, we have worked not only on local judicial reform, but also alongside regional human rights communities defending democracy and the rule of law.

Taiwan's civil society is not isolated. Many organizations here, including ours, have long supported activists, lawyers, and human rights defenders across the region — including partners from Hong Kong and China when they face political pressure or legal persecution.

That is why we are deeply concerned by the decision to relabel Taiwan as "Chinese Taipei."

For many organizations in Taiwan, this is not a neutral technical adjustment. It directly affects how Taiwanese civil society is recognized internationally and whether we can participate with dignity and clarity on global platforms.

GlobalGiving is not merely a fundraising system. It is a platform built on trust, openness, and the belief that grassroots voices matter.

Making identity-related decisions without meaningful consultation risks undermining trust and shrinking international civic space. More critically, it suggests to the donor community that GlobalGiving is willing to alter its foundational goals in response to external, unjust pressure.
